Go to your iPhone watch app. Tap on Sounds & Haptics....scroll down to "Tap to Speak Time" make sure it's on. If that doesn't do it..Reset your watch by pressing in the crown and side button until you see the Apple logo, then release both.
You forgot the most common fix. Control Center, remove Silent Mode or Theater Mode.
