I can’t download music on my phone for some reason

Reboot your phone, and your router if you are using Wi-Fi for data for the phone. If you are an Apple Music user there may be new terms and conditions you need to acknowledge.

What happens when you try? Is there an error message? If so what is it?

when I press the “cloud” to download the song, a circle starts spinning, like it’s loading... but it never does. So the “cloud” comes up again after a while trying to load.
