I’ve always been able to use my Apple Pay at 7-11. But it keeps being declined! Why is that when I have money on it? I don’t own a bank account so I’ve never uploaded a credit card but like I said I’ve always been able to use Apple Pay without a credit card. (Money went from family members that has Apple Pay)
That is not how Apple Pay is supposed to work. You need your own bank card to use Apple Pay. Set up Apple Pay - Apple Support
