locked iTunes

Msg when I try to open iTunes folder. iTunes.itl file is locked. The situation is that my library was deleted frm PC by mistake. Its been some time and I have not installed the updates for the last year or maybe 2. I have an app that moves my music from iPad back to windows PC. I just did that but now cant open the iTunes file on my PC.
