This iPad cannot be activated for service.

Brand new iPad out of the box. Tried the quick setup, pointed the camera over the blue circle of dots and now getting the above message.


I unboxed it myself fresh from delivery direct from Apple so not a previous user issue. Any help very much appreciated.
