can I renew my apple care+ before it expires

Applecare+ is only a one-time deal. You cannot renew or extend it once it expires.
You may want to have Apple to a remote diagnostic, or have the Apple Store do an in-person diagnostic the the Genius Bar if your coverage is about to expire to make sure nothing needs to be fixed.
