If the message states that your Apple ID is disabled for security reasons see: If your Apple ID is locked or disabled - Apple Support

If it states that it is disabled in the App Store and iTunes, contact Apple support. See: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

If you're getting an error that your Account is disabled when trying to use the App store, This often happens if there is an issue with your account.

It could be anything, if you had someone use your credit card details and have reported it to your bank or if there is a payment outstanding.

Best to contact iTunes Store Support and see what's going on so you can start using the App Store again.
