Can I play sound from two different apps? Like playing music (ex soundcloud) while playing a game (ex FE Heroes). Is there any way I can do anything about it like with something in the setting or anything (on an iPhone 8)
No, unless the app allows it like in some games.
For example in a game's setting where you can have SFX sounds and other options (Music Library) available.
If you can't find it in the app's settings means it's not supported.

As an example, I got an old tower defence game called Sentinel 3 from Origin8 which I can choose music from my iTunes Library as well as adjust SFX & Music volume.
