Nope.
iPad 2, 3 and 1st gen iPad Mini cannot go beyond iOS 9.3.5.
The internal hardware in these iPads is too old and underpowered to run any newer versions of iOS.
An iPad 3 is a 7-year old iDevice.

If you want to run the latest iOS versions, you will need to purchase a new or discounted, refurbished iPad from Apple.
