iphone 8+ icloud photos

Hello,

I see on my phone that I have things in icloud, photos and such. I don't know how to access my icloud. In my photo albums on my phone, I can see some pictures that do not show up in the files when I look at them via my laptop. I'm behind the times, I know.

I have uploaded all my photos from my pc to icloud. Now I can I have uploaded my entire photo library to iCloud. This includes a lot of historic photos and videos. It all appeared to upload fine using the icloud facility. However, now, I don't know where they are! On my phone are only the photos I have taken on it which is the same as what I can see when I log in to iCloud on my PC. Where have they gone? how do I see them on my iPhone? Help
