Recommended Sites On Safari Not Showing Up

I opened the safari app on the iPhone XR (currently running IOS 12.3), and when I opened a new page it showed me everything except the recommended sites on safari (check the picture to see exactly what I mean).

I then opened a new tab on safari and it then showed me the recommended sites on that tab. Is this a simple bug or something because I would like to have my recommended sites back.

Edit: I’m thinking this page was opened up by another page and JavaScript stopped working there for some reason (possibly after I left the safari application), thus leaving me with this blank page with no suggested sites.
