when trying to add a new credit card to my apple account I get the following error. "your account has been disabled in the App Store and iTunes"

when trying to add a new credit card to my apple account I get the following error.

"your account has been disabled in the app store and Itunes"

Changed the password for my apple ID but still get the message. So I logged out of my account on my iPad and logged back in with my new complex password. Still got the error message.

What do I do now?
