pasting sections bug

When I use "copy section between locators" and then try to paste/insert section at another location in my project, it creates tiny little regions at the beginning of most of the regions I am pasting at the new location. See 1st graphic image. below. This is driving me mad and often when I try to just hold option and drag a section or region, it will ask me if I want to add a new odd time signature, I don't know why. Also I then often find that my regions are different lengths, ever so slightly off, starting and ending points instead of being snapped to the grid and the correct length. see second graphic below. That should be 97 1 1 1 to 101 1 1 1 but it's slightly off! Can anyone help? Thanks!
