My notes icloud says 'Your iCloud storage is full.' but as you can see from images I have space.

How much data is in your Notes file on the phone and the Mac? Some people have fixed similar problems by upgrading their storage for one month to let the sync complete and then downgrading their storage back to 5 GB.
