You may have enabled "Deliver Quietly":- How to Disable Delivery Quietly

Find a quiet notification in the Notification Center. (Pull down from the top of your display, or the top-right on an iPhone X.)
Swipe from the right to the left on a notification you'd like to delivery quietly.
Tap on Manage.
Tap on Deliver Prominently.
