I have never bought anything off of iTunes and it has charged me twice for 9$. How do I get my money back?

All iTunes bills are emailed to you! Look in your Apple ID email account. If you can’t find them, do a search “your receipt from Apple”. Sometimes they are grouped together into one receipt or charge 


and check your purchase history


you also might unknowingly be subscribed to an app.

View, change, or cancel your subscriptions - Apple Support

you can do this on your phone in settings or as instructed in the above link 

Go to Settings > [your name] > iTunes & App Store.

Tap your Apple ID at the top of the screen, then tap View Apple ID. You might need to sign in with your Apple ID.

Scroll to Subscriptions, then tap it.

Tap the subscription that you want to manage. ...

Use the options to manage your subscription.
