Apple ID Verification

i am using iPhone 7 Plus. I am unable to verify my Apple ID. Every time password is input, iPhone loads for a few seconds, then requests the password again. unable to Download new Apps, unable to update existing Apps, Unable to use any features requiring Apple ID. tried resetting factory settings, that didn't help it.
