I’m unable to change my Apple ID’s country/region because my AppStore is still based in the US so I can’t add a payment option that’s based in the UK. I already attempted to change the country/region from the settings page and the Apple ID website both state I cannot change the country or region at this time.

Could be a few things stopping the change of store.
Do you have any active subscriptions? iCloud, Apple music ect. Or any pending/owing payments?
You can check this going to Settings > Tap on your name at the top > iTunes & App Store > Tap on your Apple ID email > View Apple ID > Subscriptions and Purchase History should be here to view.
Do you have a store balance on your Apple ID? I know you have to spend it or remove it before you can change store.
If all these spots are looking clean and it's still not letting you change, contact the iTunes Store Support at https://getsupport.apple.com
