Charged for more than 1 hour. Will not turn on.

See this support guide and follow ALL the steps provided:

If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support

and/or

If your iPhone, iPad, or iPod touch won't charge - Apple Support

If you get no help, make an appointment at an Apple Store or AASP and have your device inspected: Apple – Location Selector
