Voice messages not delivering on iMessage
I’ll try to send a voice message out and it’ll say delivered and then a couple minutes later will appear with the red ! And say not delivered
how do I fix this?

By looking at the two screenshots that you have posted I do not see any delivery message for the three Voice Messages.
The "Delivered" message is for the text message and not for Voice messages.
Usually, iMessages are setup to not keep the audio messages after listening or some specific timings. But, there is an option in Settings that allow you to keep the Audio messages even after hearing them. So the 'kept' is an identifier to represent the “Saved” status.
