Iphone is Disabled

I have an iPhone that tells me "iPhone is disabled, connect to iTunes" but it does not do anything when I connect it.

Does iTunes recognize the phone?

Passcode - If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled

iTunes doesn‘t recognize your iPhone, iPad, or iPod
