I have been trying to download music from apple music but can not, is there a monthly download limit

Not that I can find, you should be able to download as much as the storage on your device has available.
What happens when you try to download a song?
Can you try restarting your iPod or trying a different wifi connection?
On the iPod, can you use safari to go to https://appleid.apple.com to sign into your Apple ID account. Does the webpage load and can you sign in without any errors?
Is the software on your iPod up to date?
