i have iphone 7 plus / ios 12.3.1 but the 4G network is not working / The 4G network operates five minutes and then the connection is broken and never comes back

Have you contacted your carrier?
This might be a coverage issues or if there are any modernisation works are going on.
If they say everything is fine on their side, try to reset the network settings under Settings > General > Reset.
