cannot complete action when setting up Family Share

I cannot add my daughter to our family share plan. When she attempts to accept the invite she gets a 'Cannot complete action' pop-up. I sent an invite to my younger daughter too and she was able to accept the invite. Both girls have the same phone (iPhone XR), purchased at the same time. Why does the invite work for one but not the other?
