Cannot add card to Wallet for Apple Pay

I’ve followed the advice: turn off passcode, sign out of Apple ID, reboot phone, etc... But still cannot add card to Wallet.

Wallet only has option to “Edit passes”.

Apple Pay I restored my phone from a backup and now I CANNOT add my cards to my wallet for Apple Pay. I just get the message that I cannot add the card as soon as I try - I do not get to the stage where I actually add a specific card. I have done everything that people recommend. You need passcode enabled to add a card. If you can't add cards to Wallet for Apple Pay - Apple Support
