Cannot add card to Wallet for Apple Pay

I’ve followed the advice: turn off passcode, sign out of Apple ID, reboot phone, etc... But still cannot add card to Wallet.

Wallet only has option to “Edit passes”.

iPhone 8 Plus, iOS 12

You need passcode enabled to add a card. If you can't add cards to Wallet for Apple Pay - Apple Support
