Trouble Downloading apps

Whenever I go to download a free app, It comes up that I need to verify my Apple ID every times, This has only been happening for a couple Days, but I have reset my phone and everything and it doesnt seem to be working , it says my Payment method has been declined , even tho I have been using this payment method for ages now and it’s has been fine, I have even tried my mums Card and my Boyfriends , and it is still coming up the same , So I don’t know what to do?
