Icloud Loocked

I've bought an Iphone 6 for my son and the seller said its totally unlocked, but when I turned it on I found out it was Activation Locked, i trusted, but now i cant contact to the previous owner i lost contact with the person, the Iphone is clean IMEI its not blaclisted, help please I feel like a looser.
