After logging out of my Icloud account on my Iphone SE all my photos are gone. IWhen logging into Icloud on my PC I see all of them are still in Icloud, but I do not know how to sync them again with my phone, so I can also see my photos on my phone?

You would need to log back into the iCloud account on the phone and make sure that iCloud photos is turned on. Then make sure the phone is connected to power and wi-fi and allow it to sync to iCloud.
