I can’t send messages or iMessage to one contact only, I’ve tried it on both my iPhone 6 and my iPad (6th generation), it doesn’t work on either

Do they have you blocked?
if iMessages is working fine for everyone else in your contacts you might try deleting their contact and their message thread and re-add their contact and start a new thread with them.

No I have not blocked them and they haven’t blocked me
