i bought an ipad and the activation lock is on it

If you don't know who the owner of the iPad was, who did you buy it from? Unless you know who put the lock on the iPad, you have purchased a completely useless device. Apple won't help you. We can't help you. Either get your money back or recycle it responsibly as your only options if you don't know the owner.

No one here or at Apple will be able to help you to contact the original owner.

Without the assistance of the original owner, there is no way for you to release the Activation Lock.
