I bought an iphone 6 and it has activation lock

If you bought a new one, supply Apple with its purchase receipt and ask them to unlock it.
If you bought a secondhand one, ask the seller to remove the lock or give you a refund, or if applicable, ask the people running the site or store you got it through for a refund.
