Follow all the steps provided in this support guide:

Use Touch ID on iPhone and iPad - Apple Support

and/or

If Touch ID isn't working on your iPhone or iPad - Apple Support

If you get no help, make an appointment at an Apple Store or Authorized Service Provider and have your iPhone inspected: Apple – Location Selector
