It is the Contacts app on the Mac. You can use Spotlight Search (magnifying glass icon near right end of menu bar) if you can't find it.
To sync the contacts:
On iPhone: Settings > [username] > iCloud > Contacts - on
On the Mac: Apple menu > System Preferences > iCloud > Contacts - on
The contacts will sync and any future changes to contacts on either device will also automatically sync.
