this is the message that I got every time and I can not put method of payment


what is the problem??

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it (we are fellow users, we won't know why it's disabled): If you see a message that says 'Your account has been disabled in the App Store and iTunes’
