iMessage without SIM card?

When I try to use my iPhone without a sim card I don’t have the option “use iMessage with Apple ID” so what do I do (btw i have a 6plus if that helps)

To activate iMessage, your phone must send an SMS message to Apple's servers. That requires a SIM card. After activation, you can use wifi to send/receive Messages using your Apple ID.
