Ive been receiving voice messages telling me not to use my apple devices.

Is this a scam

Yes it is a scam. Apple doesn't make unsolicited phone calls. Also see: Avoid phishing emails, fake 'virus' alerts, phony support calls, and other scams - Apple Support
