I believe you’re speaking of multi-tasking in iOS. You’re speaking of 2 apps being open at the same time, and not 2 file pages, as you’ve described it. Right?

In fact, you can have 3 pages (apps) shown if you have both SplitView and SlideOver open at the same time.

Angie, Apple is live streaming their World Wide Developers Conference now - what you were looking to do will be possible in iOS 13 - use split view to run two versions of the same app at the same time.
No, an app can only have a single file open at any time. Some apps can have multiple files open in tabs, but only one can be active at a time.
