I’m trying to move my music library on MacBook Pro to my iPad don’t know if it’s happening and some songs keep downloading over and over

Assuming this does not concern an Apple Music subscription --


Sync your iPhone, iPad, or iPod using iTunes on your computer - Apple Support

Rather than ‘move’, in general you should consider the iTunes library on your computer as the master library, from which selections may be copied to other devices, as syncing is one-way.


Announcements at today’s WWDC keynote may change things soon though, as it is said that the iTunes application may see significant changes.
