iPhone Apple Watch pairing

Wanted to get a fresh start w/ Apple Watch 4, so did complete reset. Now cannot get paired w iPhone 8+. When I try to pair, REPEATEDLY get the message ‘Get Connected’ to set up your Apple Watch, make sure your iPhone is connected to a wi-if or a cellular network, and turn on Bluetooth

I have done all of this.

The watch only displays the prompts for language selection and nothing else.

Can anyone assist??

If your watch is displaying anything except the initial pairing screen as illustrated in Set up your Apple Watch - Apple Support then it was not successfully erased during unpairing. You will probably need to erase again using the second method in If you forgot your Apple Watch passcode - Apple Support and make sure it is also gone from paired devices on your iPhone
