Greetings I bought an iPhone and it’s locked after a while, I cant reach the seller and because I live in Iran and due to sanctions there is no Apple agency here , I would appreciate your guidance about how to solve this problem

Without being able to contact the original owner or the person who owns the Apple ID it's locked to, you can't.
It doesn't matter whether or not you can contact Apple. They normally only remove the lock for the original owner; it's an anti-theft measure.
