Lost iPhone and lost Apple ID

Recently I lost my iPhone and at the moment of login with my Apple ID in a new device, it sends a verification code to the phone I lost, and the Apple ID I am trying to login on it. The other option I had, is a phone call or a message with a pass code to a number I do not use anymore but is still linked to my Apple ID. At the moment I lost my phone I had on it a Costa Rican number (being that I am in the region until August because I am on vacations but I am studying in the US)...So, looking at Apple´s Support, I neither can use my American number to get support from Apple through a direct phone call, nor I do not see in LatinAmerica there any option for this issue.
In addition, the iPhone I lost I just got it new brand from a Apple store in the US at the beginning of the year. So the only option I see is to contact direcly with Apple Support and verify my identity and as the owner of the Apple ID I lost and I am trying to recover. However, as mentioned before such option of phone call is not available in LatinAmerica.
At last, I´m honestly not really concern for the files I lost with the Apple ID, however as I am paying different services with that Apple ID I need either to recover this account or somehow to cancel the payments of these services. I tried to do it through iTunes, but the same problem again, it redirects to Apple.com and when loging it sends a verification code.
I will appreciate any help with this issue. Thank you.
PD: I am not posting from the lost Apple ID, as I can´t access it.
