There is no reliable way to check a device’s IMEI as the carrier’s do not make that information publicly available.
Apple’s activation lock, which has nothing to do with the IMEI, can only be checked if you have the device in your hands. If you are at the welcome/setup screen and the device is asking for an AppleID and password to continue then it is activation locked. Without knowing the password required, you cannot activate and use the device.
