The out of warranty costs for an identical, but refurbished iPad Mini replacement will be 60% of its original cost.

For that amount of money, better just to purchase something new or refurbished and get a more modern and more up to date iPad.

Now maybe the time to “bite the bullet” and get yourself a new or discounted, refurbished iPad from Apple or from Apple's Website or online Certified Refurbished store.

There are lots of models of iPads to choose from, now, that will be much newer than your damaged iPad Mini and support the current iOS version.

Make sure you spend the extra cash for two-year extended AppleCare+ warranty with a new or refurbished iPad purchase.

Simple drying it out now won’t fix anything. The electronics have been damaged either by shorting out or corrosion or both, hence the completely black display. The only reliable fix for water damaged IC electronics is replacement.

Water damage cannot be repaired. Make an appointment at an Apple Store for an evaluation and get an out of warranty replacement.
