iPhone system storge

How do i get rid of the iphone systems storage on my phone. I use a 32 GB iphone and my systems storage occupies 15 GB. I tried to switch off icloud backup and that helped me get the system storage down to 12.5GB. I need a permanent solution because i cannot keep my icloud storage off always.
