Cancelled app
I did load an app but removed it within an hour. I should not be charged for this. Correct?

Sorry, that’s not how it works. As soon as you agree to download the app, you agree to pay for it. Deleting it does not negate payment.
You can request a refund, but Apple is not obliged to refund the money simply because you decided that you didn’t want to use the app.
