Hello Raervin,

Thank you for using Apple Support Communities! I understand that you would like to transfer your iCloud Photos from one Apple ID to another. I would be happy to help provide steps to do so.

The first step would be to make a copy of your photos and videos, and any additional iCloud data you would like to save, following the steps under the "Photos and videos" section in the resource below. Consider saving a copy of your photos and other data to a computer in addition to your iOS device.

Archive or make copies of the information you store in iCloud - Apple Support

If you have already created the new Apple ID you would like to use, sign out of your current Apple ID on your iOS device from Settings > [your name]. This will also remove any other content that is synced with iCloud and not saved locally on your device. Sign in with the new Apple ID and update your sign-in information in the following areas:

What to do after you change your Apple ID or password - Apple Support

Once signed in with the new Apple ID, go to Settings > [your name] > iCloud. Turn on the specific iCloud features you would like to sync with the new Apple ID, including iCloud Photos. This will sync the photos that you previously downloaded to your iOS device to iCloud Photo Library using the new Apple ID.

Once you are ready, you can either manually delete the data in iCloud with the previous Apple ID, or see if you're able to request deletion of your Apple ID account:

Cheers!

If Apple ID and password are totally different on each apple device you can share photos using air drop see this article https://support.apple.com/en-in/guide/photos/pht1d4c62349/mac

You can use AirDrop to instantly share photos with anyone nearby who has a Mac or iOS device. You don’t need to set up any special accounts; you and the person you’re sending to just need to be on the same Wi-Fi network or have a Bluetooth connection.

After that close the Apple ID account from the server that is for the first device already suggested in this thread .
