Have you done as instructed and contacted iTunes Support ? If not you should do so, we (you know we are just fellow users on here) can't help you :
- go to http://www.apple.com/support/itunes/ww
- click on your country's flag (the country where you live, and which is therefore the country on your account)
- click on Contact Support towards the top right
- click on Get Help under 'Talk To Us'
If you supplied a credit or debit card, check its details. If they're correct, or you're using a different payment method, click here and ask the iTunes Store staff for assistance.
