If it has activation lock she will have to remember or reset her account's password so that the iPad can be removed from her account : If you forgot your Apple ID password - Apple Support
If she needs iTunes Support's help to do it : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
Or, and if she was the original purchaser of the iPad (i.e. she didn't buy it not second-hand), she could try going to an Apple Store (she should make a Genius Bar appointment if she does) or try contacting iTunes Support online (https://www.apple.com/emea/support/itunes/contact.html) and see if they can remove the iPad from the account - they are likely to want to see proof of ownership before they might help e.g. original receipt with the serial number on it
