how can i turn off downtime if i’ve forgot

You will have to erase the device using Find My iPhone or by forcing it into recovery mode and restoring iOS using iTunes.
Do NOT attempt to restore a backup made after the screen time passcode was set. If you do, you'll end up right back where you started.
