can the online apple store ship freely to any country as i want to buy an iphone from the store and would like apple to ship it to maldives

None of Apple's online stores ship outside of their own country, you will have to find another store that will ship to where you live.
There is no App or iTunes Store in the Maldives, so you won’t have access to much content there with an iPhone.
The other issue is warranty. For iPhone and iPads, Apple generally restricts warranty service and coverage to the country in which the device was purchased from them.
